Custom Workflow Availability

I'm creating new self-service workflows in v5.6.3 that should be only visible to users that have their Q&A profile set up. I've configured the availability in the workflow settings as follows:

Enable the workflow: Depending on the current user status

Show the workflow on the Self-Service site: Only if the workflow is enabled

These new workflows are showing up even for new users that haven't registered by setting up a Q&A profile. I have tried stripping down the workflow to just having a Captcha activity and it still shows up for new users. Is there a setting I'm missing or is this a bug?
