Please do not mix end of support and end of sales. If Customer (as in our case) doesn't have Volume Licence agreement with MS, only option to get required Windows 10 Enterprise LTSC  licence is to buy Windows 10 Pro and then upgrade to Windows 10 Enterprise LTSC. But Windows 10 Pro isn't availabba anymore for sales in MS channel. On MS webpage it is possible to purchise till 31st January 2023. There is no way to get required license after that date.

We have purchased win 10 2021 ltsc instead of 2019 one. and didn't work on v7.1 SPP, what should be done to apply this license?

Does SPP accepts Win 10 Enterprise LTSC 2021?, i tried and got error that version is not compatible.

It should be marked in release note that you restrict to 2019 only

You are correct, the SPP VM will require a Windows 10 LTSC 2019 license which is based on on the current underlying OS version.

is there a way to license the OS via PK without letting SPP go to the outside of my domain?

Or is it mandatory that SPP has to contact microsoft servers to verify the key? Could it be done via phone maybe?

No. The only other option available is if using a KMS server, otherwise, SPP will need to connect to Microsoft Activation servers in order to activate the Product key.
