Resource with multiple entitlements/Role with subroles

We have a Custom Target System. In that system there is a static set of operations = {OP01, OP02, ..., OP18}.

When user request for an account he must choose some of operations from which the profile is created. As the result in Custom TS is:

  1. Account
  2. Profile which is subset of predefined operations

How to achieve this goal in Quest Identity (ITShop)?
