Permission in Identity Manager tool V6

Question

I have 2 questions regarding Identity Manager Tool V6.1.3 
 In our customer, the AD has IT Admin accounts, each account has permission to manage specific OU hierarchy, I want the following: 
 1- In the Identity Manager tool, I want the IT Admin Account to edit the OU/Users that his AD account is permitted to manage them. For example, If IT.Jack account has read and write permission to OU name 'All Accountants', I want these permissions to be reflected in the Identity Manage. I don't want IT.Jack to manage all OU structure in the AD. 
 Can I split or create Target System manager per OU. 
 
 2- I want the IT Admin account to manage PART or DIVISION of the departments in the Organization structure in Identity Manager. 
 
 Please any advice ?

I believe you can achieve this with custom permissions groups with custom permissions filters on the tables. Take a look at the permissions filters on RPSSubscription table to get an idea of what you can do.
