How to move Container up/down in v7.1.1 (Move up/down grey out in Menu)?

How to switch container18 and 11 position (Move up / down grey out)? Need Location data shows above on Org data. Thanks!

    I could not figure out how adding Extensions for these two containers so did an old way to make CCC_ObjectEdit_Person then was able to use Up/Down option moving entire Locational Info section above Org Info section.
