CSV Import Count

Is there a way in the Synchronisation Editor to count the lines in a .csv file you're importing and cancel the sync if it's over or below some threshold?

No you cannot.

Bu you can specify quotas as option one https://support.oneidentity.com/technical-documents/identity-manager/7.1.1/target-system-synchronization-reference-guide/21#TOPIC-667348

Or, build you custom process for starting your CSV sync and in the first step, do your line count.
