Which role in Identity manager gives permission to select reference user option in the web portal.
recently upgraded for 7 to 7.1, it is visible in dev and test but somehow it is missing in prod

The problem occurs due to the wrong configuration in your web project. So, check your web project configuration and enable the option to select reference users for creating requests (see printscreen below)...
In the example above it is disabled, you need to check the checkbox in the project configuration to enable it. After you have enabled the option you have to re-compile your project.

The following printscreen shows you the standard component with the viewing condition for the menu item "Select a refernce user". As you can see, the only term is the query of the flag, there is no query for a permission or something else that should prevent you from seeing the corresponding menu entry.
