Workflow: How to send notifications about problems in approval level

Hello everyone.
I have a task about making a workflow. On some levels it has to use approval procedure OR-Members of certain role. I have to check if this role has somebody assigned, and if no, I have to notify administrator. Which functionality may I use? I should notice I can't sent the requests to the administrator, I have to use only email notification.
