How to add title on Admin tools login page?

Are you referring to the login screen of the Windows clients? If so, the answer is yes.

Yes, we are referring to the Windows client tools (Designer, Object browser, Manager, etc). We are trying to connect to admin tools via CA PAM for which title is required on the login screen.

The login screen is a global component and it's the same for all of the tools and does not have a title.

Honestly, using CA PAM is not a use-case but the use of a specific tool to achieve something.

Is your use-case around password protection or SSO or what exactly?

we want to use transparent login, so that user donot need to provide the password, while connecting with application. and we are using CA PAM tool to control this. 

Another option would be to use OpenID Connect or OAuth to log into the client tools if CA PAM is able to control it that way.
