Is there a way to limit the access of a user to Manager only? The user should not be able to use any other of the tool.
I need to to do this on version 8.0.2.

In 8.0 you only have the choice to install just the minimum set of tools to your client as seen in the screenshot.
In that case, he would only have Launchpad, Manager, and FillCache at his disposal.
