It's an authentication issue. What credentials are you using? If anonymous access is disabled in IIS, then AD credentials are used. This is part of the initial setup.
What authentication method is configured in the web.config?
Trevor thank you, I solve my problem. The thing was that I installed the ssl certificate after installing the web manager, I uninstalled the web manager and installed it again by selecting in the SSL settings and it worked.
