UID_PWOState in PersonwantsOrg table

UID_PWOState is not coming correctly in PersonwantsOrg when the Ident_PWoDecisionStep = Business Role Owner. How this field is getting populated in the PersonwantsOrg table?

    UID_PWO state can be set from the approval WF step (processing status on success/error). It can also be set using templates or any other number of ways so its hard to say without looking at more details.
