'Custom target systems' section is missing in Manager

In one of our environments 'Custom target systems' menu is missing in Manager.
I think that it is covered by TSB module. In Manager->Help->Info I can see
Module in use TSB no
In working environment is says "yes".
I tried to import it following insctruction support.oneidentity.com/.../how-to-import-a-new-module-into-an-existing-identity-manager-installation
but all forms display "Target System Base Module" as selected and greyed out.

We have TargetSystem\UNS parameter enabled. I tried to restart Manager application and recompile database, but it did not help

We are using 8.0.2 version

    Also I tried to create UNSRootB via script and got 'you don't have permissions to insert this object'.

    I think that it is because viadmin user does not have VI_UNS_EditRights permission. For some reason this permission group is marked as disabled in corrupt environment
