This sounds like a bug for me. But may allow me the question to ask, what are you trying to achieve?

We get this same error in v8.1.2, so we haven't been able to see what functionality it provides.

I was hoping that this utility might allow us to modify existing user interface forms or create new user interface custom forms for use in the Manager Program.
For example, the ability to show some custom attributes on the 'general' tab of a person record, rather than on a separate tab.

The tool doesn't allow you to modify existing forms but only to create new ones. As far as I know, to use it, you need to have access to the Module Development Kit (MDK).
