Well I'm pretty sure the tool was there even in that version. Same advice applies. But of course you are massively out of date with your version and I would expect unsupported as well.

With a little help (dir /s) it is easy to find. SDK\Frontends\DB-Comparer\DBComparer.exe even in 6.1. It has to be copied to the normal binaries directory to work.

You didn't say what version you are using but search for that executable in your installation files and drop it into your installation folder where you run your tools from.
It's not documented anywhere (I don't think) but it's fairly intuitive ..... you'll want to do a compare on the contents of DialogScript.
