How to remove / hide the shortcut links in the start page like "Start a New Request" and "Allow this site to send notification"

Hello Everyone,

I'd like to ask how to remove or hide the default shortcut links on the start page "Start a New Request" and "Allow this site to send notification".

I'm currently using ver 8.1.
