How to set custom distinguishedname in ADSAccount table

So I need create Account Definitions for each OU in AD and assign them to the departments in OIM?

No, you need to assign a IT data mapping for containers (for your account definition) to be fetched from department (when I am getting your use-case right). And then set the IT operating data (set resulting container) at each department.
