How to raise request for users other than subordinates in ITShop?

As I see that there are only subordinates loaded for a user who is manger to raise request for, I would like to update the whereclause in such way that certain group of people who don't need be mangers , but  helpdesk/security group can raise request for anyone in ITShop

>> In spite of the looking at the Dbwhereclause() used in the the virtual colllection of Hierarchy Table of VI_ObjectCollection_Person which has reference to VI_ITShop_Filter_PersonReference, I am clueless

Also I want the service item to be visible and requestable by only specific group of people (who are not managers) not by all

    Hi Team,

    Also , I want the recipient to be selected based on the selection of product(service item). For example, I have one service category wherein there are 3 service items (products) to be requested
    for each product selection, I want to show the list of person objects based on some condition (whereclause  has to be different for each product selection). Out of the listed listed person objects, need to select one or more for the recipient of the product.

    Can this be achieved by 'Object-dependent references'? is there any OOTB method to achieve it?

    Please help
