Assigned account definition stuck in "Does not apply yet"

I have a custom target system, and an account definition assigned to it.

I have many users who have the account definition assigned via business roles without issue.

Using Manager, I assigned the account definition directly to two people.

For the first, it was assigned without issue - the jobs are created in JobQueueInfo, the target system account is created and assigned.

For the other, the account definition is stuck in the third column in the account definition assignment window , the tooltip says "Does not apply yet". No jobs are created to create accounts, and the definition is never actually assigned to the person.

Does anyone have any idea why this happens and how to at least diagnose any further?

    I resolved this in the end, but I'm still not sure what happened.

    I tried manually creating an account using Manager, but it would not let me create it - the error mentioned something about an account definition already being assigned.

    I unassigned the account definition, created the account manually and then assigned the account definition again.
