Publishing an outstanding UNSAccountB removes its assignments from outstanding ones without publishing them

I'm using OneIM 8.1.4 with a patch for the defect 331330 ("Handle Outstanding for UNS-B allocation tables does not fire HANDLEOUTSTANDING event").
Synchronization project for end system uses custom Powershell-connector.
When an outstanding account is published, the group assignments associated with it are removed from the outstanding ones (XMarkedForDeletion: 2=>0), but the assignment is not published (i.e., no events are generated for UNSAccountBInUNSGroupB and the AdHoc projection process is not started).
Should the publication of an outstanding account automatically lead to the publication of its outstanding assignments and why it does not work?
