We could see nextautomaticdecision is updated as 1/1/2200 by default initially on pwohelperpwo table. Is it out of the box value ? can it changed ?
Can anyone please provide more info about this ?

That value is indeed the default and effectively means there no nextautomaticdecision.
It is up to you to configure the behaviour of the workflow .... the nextautomaticdecision gets a value if you set a value for 'Timeout (working hours)' on a workflow step. When the timeout is reached the workflow step will do whatever you have chosen in 'Timeout behavior'.
This functionality is typically used to 'do something' if the workflow step is not actioned by the approvers. So you might escalate a case to a different set of approvers or you might deny the case altogether.
