I assume your database is configured to operation level = 'Production'. In that case the option may not be available.
Quote from the linked documentation:
"The Configuration Wizard has the option to ignore this message. Only use this option for testing or development. By updating the database, modifications may be made that result in not being able to handle the processes anymore."

The database is configured as "Development system". In any case, the documentation does not indicate that the setting appears in any or other staging mode, but seems more a recomendation imho.
I've also tried changing the setting but it does not work either.
It was just a guess, so I stated "Maybe".
Next guess, documentation hasn't been updated.

In case this option is no longer there, the only way to overcome this would be clear the DialogDBQueue , right?
