Ensure that you have an internet connection when you compile the database.
In addition ask support for an HF for #475644 (Allows you to configure a different package cache location globally via a configuration parameter). That sources need to contain the NuGet packages needed for compilation. In that case, no internet connection is needed.

We are currently deploying One Identity Manager and encountering the same error with version 9.3. Could you please share a download link for Hotfix #475644 or any resources related to it? This would help us configure a different package cache location and avoid the need for an internet connection during compilation.The security policy of the client environment denied any internet connection for dev and prod envirironment.

Unfortunately, being able to retrieve the api url in the browser seems not be a proof that you have a working internet connection when working with a proxy.
In the end, we had to apply the KB-Article despite being able to call the api URL in Edge on the same machine and same user the OIM installation was called with
