static/point in time certifications

Currently the attestations we have launched are not static/point in time reviews. We have AD synced with Dell IDM in our environment along with Workday integration. So if we launch a user manager attestation today and during the course of the attestation if the user's manager changes, the attestation cases will be taken out dynamically from the old manager's queue and assigned to the new manager's queue. Also the attestation cases get updated during the course of the attestation if the AD group membership gets updated/changed.

How can we make this a static process? Basically if we launch an attestation today, over the next 14 days we do not want to see any changes within the attestation policy (be it change in the count of attestation cases due to updated AD group membership or manager change in workday)
