Using the $Global handle

Can you explain how I might create the $Global handle in the SDK sample? The SDK chm file I have makes a reference to it, but I am unable to read the html pages embedded in it for some reason.

How do I access the 'Password Manager runspace'. Can I import a DLL? I have downloaded the DLLs linked to 'support.oneidentity.com/.../128944' do I need the powershell dll from here?
