Using the $Global handle

Can you explain how I might create the $Global handle in the SDK sample? The SDK chm file I have makes a reference to it, but I am unable to read the html pages embedded in it for some reason.

The Password Manager runspace is made available by the service. Any code such as a custom Workflow or custom Web Service has access to it. It needs to be run against the live service.
