Set tile image GPO not working

All machines are windows 10 and we are using the latest ADMX. The icon is local and path is correct. Any suggestions on where to look for errors or how to fix?

There have been issues reported regarding the customization of the SPE on Windows 10:

The ADM and ADMX templates are going to be completed re-designed for Windows 10 in an upcoming release of Password Manager
