Inactive users Managed unit

I would like to create a managed unit to find Inactive users, I know there is a workflow that can search inactive users. I was thinking a managed unit with a custom search but not sure.

How do YOU define an inactive user? i.e. in your environment, what criteria must be met in order for a user to be classified as inactive.

description Contains "Temp"
OR
description Contains "Contractor"
OR
EmployeeID is not NULL

AND
not disabled
not description Contains "TERM a/o"
inactive for 90 days
