This is likely a connectivity issue. 

You can specify an IP Address with the -service switch, if able to connect this indicates a DNS issue.

If still unable to connect, there is likely something in the way preventing a connection. Try testing with ping and also verify port 15172 is open, which is a requirement in ARS 7.x for client connectivity.
