"Insert" Event for Department

If I want to create a custom process in case of an "insert" event of a new department, who can I do that? On which table? With which (pre-)conditions?

    But the following questions are still open:
    On which table (person, adsaccount, basetree...) have to linked the new process for that?

    What is the syntax for the pre-condition, if the process have to linked to the basetree table?

    Because in the basetree table multiple types of entries are stored (location, organization...).
