Found it... I had to change Password policy on the assignment not remove the assignment !
A customizer method cannot be changed if that is the question. What is your exact use-case?
My proposal is to create a custom password policy just for the passcodes and assign it to the column Person.Passcode.
You can configure the policy for the passcodes according to your requirements completely…

My users want a simpler passcode. Sometimes they're not able to copy+paste it, others they make mistakes writing them down , thus slowing down the recovery process. Our thought is to reduce the validity time for the passcode and simplify it down to even a pin (four digits).
My proposal is to create a custom password policy just for the passcodes and assign it to the column Person.Passcode.
You can configure the policy for the passcodes according to your requirements completely independent of the other password policies.

How can I remove PassCode assignment from Default password policy as You did on the picture to be used in custom password policy?
I get the error "You are not allowed to remove default objects or assignments." when I try to remove this assignment from Default password policy!
Found it... I had to change Password policy on the assignment not remove the assignment !
