Attestations for Account definition

I would suggest to look at the IT Shop admin guide as this goes into approvals for requests:

If you want to attest the request for Account Definition via IT Shop you can; if you want to attest new users, you can also do that (look at the out of box attestation policies, as well as the documentation).

It's really a matter of what you want to attest: who is requesting an Account Definition or new users in the database.
