Can we make existing file share requestable for end-users from portal?

Can we achieve this without using Data Governance Edition? We are looking for alternate option to achieve this either by customisation or any other method to avoid the cost and infra involved in Data Governance Edition services and agent installation.

You can of course customize this you're use-case using the toolset of One Identity Manager.
