Changing logon screen Secure Password Extension text?

If you are referring to the text when you hit CTRL+ALT+DEL, then yes you can. There is an ADMx template shipped with the product, and the settings can be pushed down via GPO.

If you want to change the text or Self-Service URL link on the logon screen you can do this changing  it in GPO on Domain Controler which you create your Password Manager Policy. For changing text  : Computer configuration - Policies - Administrative Templates Policy definitions..... - One Identity Password Manager - General Setting - Secure Password Extension Tile Setting - Credential Provider's Description 

For changing  url : Computer Configuration - Policies - Administrative Templates Policy definitions..... - One Identity Password Manager - General Setting - Secure Password Extension Tile Setting - Link to the Self-Service Site

In these path you must choose the right language (which your clients use) configuration and enabled it then change the text. 

Don't forget to enable "Display custom names of the Open the Self-Service site link" for the both path.
