Error in creating path while requesting for new file system share

When a request for "New file system share" is raised by user, user is not able to create path due to access denied error. I have given Full Control to all users and admin to create a new path.

The error message:

Errors occurred Creating path \\domain.com\C$\CustomShareRoot\N1
[System.UnauthorizedAccessException] Access to the path '\\domain.com\C$\CustomShareRoot\N1' is denied.ath but still issue persists.

How we can fix this error.

    Is \\domain.com\C$\CustomShareRoot itself available?  Can you access this from the web server?  It is a permissions issue, you just need to find out where they need to be applied for this to work.
