Processes not triggered for IT Shop Requests

I'm using V8.0.1 migrated from 7

I published some products on the IT Shop and configure approval policy for them.

When customers request the items, not processes come to the job queue, even after approval, no jobs are triggered to assign the requested items.

I tried both for EBS entitlements and AD Groups, same issue.

Service Broker, Triggers are enabled in Sql server. 

I'm using App Server also.

  • I checked the DialogJournal, nothing there for the request/ approval.
    I complied both web application and db ( full).

    There are 2 cases:
    1- No approval processes in job queue.
    2- I approved the requests using the portal ( even no jobs triggered for them) but no subsequent jobs to assign the EBS entitlement. Request status is assigned and I can see the EBS entitlement under Active product requests but actually not assigned to EBS target system.
