If you are asking about minimum AD permissions to join a computer to the domain then that is not SPS specific but the following may help further:

You can either use the Delegate control and add the common task "Join a computer to the domain" to a domain user

Or add a custom task to delegate > Only on Computer objects > Create all child objects permission

If the user is already a Domain admin user then the above is not required.
