In Job Queue what is meant by "Execution state " as True

In Job Queue what is meant by "Execution state " as "True".This is existing for long.Nothing is running in background.Please help me.

 This process step is being processed. 
 Processing

Yellow 
 This process step is loaded for processing. 
 Loaded

 This process step is ready for processing. 
 True

 This process step has already been processed.

 This process step is not ready for processing. 
 False

Red 
 The process step being dealt with cannot be processed. You can re-enable process steps with a progress state of "Frozen" and therefore present them again for processing. The error message is shown in a tooltip.

Purple

The process step being dealt with cannot be processed. You can re-enable process steps with a progress state of "Overlimit" and therefore present them again for processing. The error message is shown in a tooltip.
