Did you try the connection with other tools such as SQLServer Management Studio? And from a different workstation?

It seems a sqlserver instance related error. Please check the firewall at the DB server/local workstation to see if it is blocking ports. I've found a similar error for another OneIdentity product that might help. Also contact your IT team.

I would also try the UDL test from the same server where the tools are not working to rule out an issue with Identity Manager.
